According to the administration, active construction zones must be enclosed using perimeter hoarding, debris netting, scaffold shrink-wrap, Monarflex sheeting, or other approved equivalent protection measures.

The official order reiterates a previous directive numbered Order No. DCK/REV/MISC-14/2025/401 B and dated 21 November 2025.

The administration stated that these measures are necessary to safeguard public health, ensure the safety of pedestrians and workers, and minimize environmental pollution from dust and airborne debris.

The District Magistrate warned that failure to comply or implement the containment measures will result in strict legal penalties under relevant provisions of the law, serving as a final reminder to builders and contractors.
