The two projects foreclosed on an 'as-is, where-is' basis are the 14.54-kilometre road from Noklak to Thonoknyu via Sanglao and the 31.00-kilometre Jendang Saddle-Noklak-Pangsha Phase-II road. The department had earlier cited landowner compensation demands during the 14th Nagaland Legislative Assembly session in reply to Starred Question No. 18, which was the reason previously provided by the contractor when seeking an Extension of Time.
According to the department, the projects were actually closed because the Ministry of Development of North Eastern Region discontinued the Non-Lapsable Central Pool of Resources scheme in December 2017. The foreclosure was carried out to prevent duplication and to permit the unfinished work to be included under new central or state schemes.
At a joint meeting in Noklak on October 28, 2026, the contractor informed the department and the Khiamniungan Students' Union that land compensation disputes had not halted the work and expressed regret for giving that explanation. The department stated that it is taking priority measures to finish the remaining work in Noklak, noting the frontier district's strategic importance to the state.
This is according to a report published by the Department of Information & Public Relations, Nagaland, on October 30, 2026.
